In 2009, 4,725 children were entered in the Adopted Children Register in England and Wales. This included a considerable number of adoptions by relatives and step-parents as well as adoptions of children in foster care. Around 59% of all children adopted in 2009 were aged between one and four years old compared with 38% in 2006 and 31 per cent in 1999.
